2 FXB Pilot Programs for Children In China
Officials estimate that by 2010, 260,000 children will be orphaned by AIDS in China. The Chinese government has taken significant steps to address this by providing National and Provincial policies and programs that support prevention and treatment for people affected by AIDS. Key to the success of these programs is ongoing cooperation among multi-sector government entities. FXB China is developing a replicable model which aims to improve the lives of children and impoverished families affected by HIV and AIDS.The introduction of FXB in China began with initial meetings between FXB, the Ministry of Health, the Ministry of Civil Affairs, the Ministry of Foreign Affairs and Provincial and Municipal government authorities. In 2006, FXB joined with a Chinese implementing partner – The Yunnan Women and Child Development Center of the Yunnan Provincial Women’s Federation – to launch two innovative projects providing holistic support to AIDS orphans and vulnerable children, and the families committed to their care. Project staff members were hired from each local county in which a project is housed. Project offices have been established in Kunming, Luxi and Long Chuan of Yunnan Province.
FXB hopes that the successful pilot program of income-generating grants and supportive services will enable families and communities in China to become self-sufficient and able to provide the care necessary for children. In China, FXB is determined to utilize best practices and international standards of child welfare in all interactions with children and families, in close cooperation with the Chinese Government. The project will be evaluated by The Beijing Research Institute of Information (BRII) in consultation with Harvard University.
In addition, FXB China, UNICEF, BRII and Harvard are collaborating to create a child- centered model of evidence-based programming for children and families affected by HIV and AIDS, based on the experience of China.
